ECS Substance Use Disorder (SUD) Residential Treatment Program
The ECS SUD Residential Treatment Program is a 49-bed, trauma-informed residential substance use disorder treatment program currently under development. Located in El Cajon, the program will address the severe shortage of high-acuity residential beds in San Diego County, empowering adults challenged by chronic homelessness and SUD for success.

The SUD Residential Treatment Program is designed to break the cycle of addiction and homelessness through an innovative, integrated approach: 49 dedicated beds operating under a whole-person care, trauma-informed, and harm reduction framework. This project involves the acquisition and full refurbishment of a 25-bedroom property in El Cajon to create the 49-bed therapeutic environment. This initiative is critical to address the region's crises of homelessness and addiction.
However, this initiative will not be possible without support.
ECS is seeking philanthropic partners to finalize the conversion and ensure the facility meets all state licensing, safety, and operational standards.
The initiative will positively impact 49 adults in residential care at any given time, and hundreds annually, empowering them to fundamentally alter their trajectory. By successfully completing treatment and being linked to stable housing, clients will:
Reverse Trauma and Improve Health: Achieve sustained sobriety, improve their overall physical health (evidenced by 90% obtaining a physical exam), and stabilize their mental health, preventing future health crises.
Increase Self-Sufficiency: A minimum of 70% of clients will successfully transition into employment, structured employment preparation, or formal education upon discharge.
Achieve Housing Stability: The dedicated focus on housing linkage aims to house a minimum of 30% of clients who enter the program homeless, providing the foundation for long-term recovery and community re-engagement.
